What is the difference between É/é and È/è?

I think I've seen both used in Italian writing but I can't seem to wrap my head around what the difference is and when I should use one or the other. It's quite confusing!

    è has the higher sound like: è (essere) ; cioè ; caffè
    é has the lower sound like: perché ; finché
