    There are 4 usage of "に" and 2 usage of "を".
    In this case, "に" is used as an indirect object marker, and "を" comes after the direct object of a transitive verb.
    eg. 係りの者(indirect object) に書類を届けさせます。
      書類(direct object) を係りの者に届けさせます。

    In your sentence, it is skipped what you want to have him/her go there with, but there is the object absolutely. I just put 書類 as an example.
