Is there any difference in term of speaker's attitude? For 뭐 하는 거야, the speaker seems to be get angry and the second one 뭐 하고 있어? is just a normal question.

    Not always.:) Both depend on the mood or the tone of the speech, but "뭐 하는 거야?" is a little bit stronger than "뭐 하고 있어?".
