what does "realize its promise"mean?

 

The Chateau de Royallieu was at the center of a region where horses counted for more than anything else. Balsan took up residence there, for an article of faith held that a thoroughbred, in order to realize its promise, had to be trained in the Compiegne region and nowhere else.

    Another way of saying "to realize its promise" is to say it "reached its potential." That means that the horse is doing its absolute best.

    The horse to be as good as it could be. If the same horse were trained in two different places maybe it would achieve its full potential in one and not the other.
