    If two verbs come together, then the second one will be translated like an infinitive ( i.e. it won't be changed). The proper translation of the sentence will be " Русские любят гулять"). And it's not an imperative sentence,,,it's an affirmative one.

    "Love to walk" it is an imperative sentence. It sounds like if you are ordering someone to love walking.

    Sorry I missed 'Russians' in your question. In your sentence 'love' works as a main verb and 'to walk ' is an infinitive.
