    It literally means "In some countries, food is available to such an extent that there is an excess."

    余る+ほど+ある="to have an excess" + "to such an extent" + "there is". The direct translation is therefore "to be available to an extent that there is an excess."

    In more colloquial English, you could say "in some countries, there is an excess of food" or "in some countries, there is an overabundance of food."

    I think the sentence means " In some countries the food is supplied more than wanted by people."
