会議 means "meeting" in the sense of people coming together (in person, on the phone, on Skype, video conference, et) to discuss a topic in order to come to an agreement or a solution. It is often used for "business meetings," as in "I have a meeting at the office tomorrow."

対面means "meeting" in the sense of meeting face-to-face, so it requires that two people meet in person. There is no implication that you are meeting to discuss/solve a problem. It can be used in the sense of "I meet with my friend from high school once a year."
