    Most simply, i would say 'she is energetic'.

    You could emphasise that this is a quality of the person, perhaps more than most other people by saying:
    'She, herself is energetic'. It is linguistically similar to 'I myself am fond of ducks'

    To phrase it as you have makes 'herself' a redundant pronoun, it doesn't sound natural to me.

    It depends what you are trying to say. Are you comparing this person to someone else? If not, it doesn't make sense. Please give more context.
