    The word brinkmanship means:

    the technique or practice of maneuvering a dangerous situation to the limits of tolerance or safety in order to secure the greatest advantage, especially by creating diplomatic crises.

    So political brinkmanship is when politicians maneuver in a way to achieve the greatest advantage, but the situation itself may be volatile, for example the recent government shutdown here in America.

    The announcement of last minute deals, is speaking of any deal a group or groups wish to agree to when time is almost up.
