    Elle croit = she believe
    croit-elle = does she believe

When asking a question, you change the subject and verb position and add a - (croit-elle)

If you want to keep the pattern "does she believe" you have to ask "est-ce qu'elle croit ?" using the marker word "est-ce que". Both "croit-elle" and "est-ce qu'elle croit" mean the same thing, just asked differently.
