What does the phrase "have the country" mean?

I see a sentence as "I went exploring and dreaming around that city as I had the country around Sacramento". What does the phrase "have the country" mean? I guess it means" live in the country", right? Pls help me.

    The key words here are " as I had" It means in the same way I had done before.

    "I went exploring and dreaming around that city as I had the country around Sacramento". Could be rephrased to " "I went exploring and dreaming around that city just as I had done around Sacramento".
