Is this Chinglish?

"I have ever been to the city where my father was born." Is this Chinglish? Why? How about"I have NEVER been to the city where my father was born."? Does it work?

Yes it is. The first sentence should be "I have been to the city where my father was born" the second sentence is correct. If you want to make the two sentences more similar, (never means at no time,) you could say "I have been to the city where my father was born 3 times" Just to make it more confusing :-) turn these into questions and "Have you ever been to the city where your father was born?" is correct
