the phrase "go public"

I’d say wait for Twitter to settle down. The first year or two after a company goes public, it’s really going to go through waves of momentum that are very difficult to forecast.
Why the "to" is needed in the sentence "I’d say wait for Twitter to settle down"? What is the construction of this sentence? And what is "goes public"? What is " go through waves of momentum "?
