When to bring the 받침 to the next word in pronunciation?

from what i knew, if there's a word with 받침 before a word starting with ㅎ/ㅇ, we have to bring the 받침 to the next word when we pronounce.. But I came across a sentence with it in my korean class, I forgot what words they were. My friend read it as 옷이에요 instead of 오시에요?

So when do we bring it to the next word in pronunciation actually?

Perhaps I made a mistake and it was supposed to be like 'noun ending with 이' + 예요?

in this sentence, you should pronunciate '오시예요'.
When 받침 of words+'이'(only vowel), 받침 should be pronunciated with '이'.
옷+이예요 should be pronunciated to 오+ㅅ+이예요=오시예요.
But, 받침 of words+'히'(it is not only vowel) doesn't link with next word '히'.
    for ex, 열심히, [열심히]
