    Funny - something similar was asked a few days ago: In the text of that question, it was used to describe some dust, but in a very imaginative/poetic/descriptive way.
    It can mean a dry flower. Without context though, it is not clear which it means.
    To me - it is not a phrase. It is just two words, and it is not at all common to use.
