The part "and be to have" is incorrect.

"I regard myself as lucky to be born in Quzhou and have the ability to pursue my study in Dalian."

    Or maybe...

"I regard myself as lucky to have been born in Quzhou yet have the opportunity to pursue my studies in Dalian." (Going along with Frank's small town/big town comparison.)

I would say:I feel lucky to have the opportunity to study here in DALIAN (relatively big city), although i was born in QUZHOU (small town)

1 regard sth as adj. 这种用法,形容词应该是 sth 的特质,属性。lucky不能算属性。
eg. regard your suggestion as worthy of consideration.

2 adj. + to do 不定式有将要做某事的含义
eg. It's my honor to give this speech.

I think I am lucky that I was born in Quzhou and have the ability to pursue my study in Dalian.
    这样会更好一些。
