What does V+자 mean in this news article?

I have read that V+자 is analogous to "let's V" in Engish
가자 = Let's go

But http://www.yonhapnews.co.kr/international/2013/12/13/0619000000AKR20131213214300071.HTML?template=2085 uses it several places. Because it is a news article, I do not think that the author is making a proposal to the reader.

and the V+자 is 몰아치자.
