Is there any difference in saying "я читаю" and "я думаю"?

    "Я считаю" means you have an opinion regarding something.
    "Я думаю" can mean an opinion as well, but could be also just "I think". For example "what are you doing now?" - "Я думаю", or "I think how to solve the question" - "Я думаю над решением задачи".
    When we mean an opinion we usualy use "что" - "Я думаю, что ... ", for example "Я думаю что на улице холодно" = "Я считаю что на улице холодно".

    These verbs are synonyms.
    In my opinion, "Я считаю" sounds more formally ( ="i consider", "i suppose").
    "Я думаю" means simply "i think"

     

    Я считаю = Я думаю = Я полагаю = По-моему = In my opinion = I think
    However, "Я думаю" can be used like description of process:

    Teacher : It is time to give an answer. Are you ready? (Пора отвечать. Вы готовы?)
    Student : Could you give me two minutes, please? I'm still thinking (Не могли бы Вы мне дать 2 минуты, пожалуйста? Я все еще думаю)

    "Я считаю" no sentido de ter opinhão quer dizer "eu acho que..." , mas pode significar "estou calculando"
    "Я думаю" é "penso que" ou pode significar "estou a pensar nisso..."
    Acho que a diferença é mesma que em Português.

    Em Russo a gente pode dizer por exemplo:
    - Я считаю, что разница есть. Acho que há diferença.
    - А я думаю, что нет. Mas eu penso que não.

    Ou:
    - Что ты делаешь? O que estás a fazer?
    - Я считаю, а ты что делаешь? Estou calculando, e tu?
    - А я думаю. Estou pensando.

    Я считаю - it is your personal opinion (as they say in our internets - IMHO). This phrase is good if you want to say what you ought to do: Я считаю, что нам нужно разделиться.
    Or if you want to agree or disagree: Я считаю, что ты (не) прав.
    But this phrase is not so good if you want to forecast the future. Я считаю, что завтра будет дождь. - This is not a mistake, but it would be better to say "я думаю".

    Я думаю - this phrase can have more meanings. It may be "in my opinion" or "I suppose" or "I think". You can use this form in any case.
    But in general, the both phrases are almost equivalent.

    "я считаю" --- more confident
