A question about '' Noun + Adjective ''

I've learned that when a noun is definite, an adjective which follows the noun is definite too, and they make a noun
like الولدُ الطويلُ, The tall boy
And if a noun is definite and an adjective which follows the noun is indefinite, I can know it's a tentense like
الولدُ طويلٌ, The boy is tall
And my question is, when I see '' صَحْنٌ صغيرٌ ''
As they both are indefinite, how do I know if it means '' a small plate '' or '' a plate is small '' ?

    Both are definite=adjective
    Both are indefinite=adjective

    صحن صغير =A small plate
    الصحن الصغير =The small plate
    الصحن صغير = The plate is small

    Does "a plate is small" exist in English?
