It depends, I would usually use "ça fait [time] depuis/que..." if whatever is happening is still happening.
Ca fait huit ans que j'étudie le français.
Ca fait huit ans depuis mon arrivée au Canada.

Well, I think you could say, "J'ai appris (étudié) le français jusqu'à il y a huit ans." But it's weird to try and contract it into one sentence, so Caroline's answer is right! :)

Il est huit ans que …
