How could 'noch' be rendered in this particular context?

    Die Übersetzung ist richtig.
    The meaning of "noch" is a little bit difficult as we don't know the original intonation.

    I think, in this case, "noch" means "as well". That makes sense because Jäger has already forbidden two organisations.
