Is there any way to know when to say either 'ne' or 'na' before a verb?

    at first what you wanted to say is: nemitoonam and nemifahmam.
    you should learn how to conjugate the verbs in negative forms in various times.
    present:
    nemishnavam,nemikhoram,neminoosham,nemitavanam,nemigooyam..
    the same verbs in negative simple past form:
    nashenidam,nakhordam,nanooshidam,natavaanestam,nagoftam.
    in future:
    nakhaham neshast,nakhaham khord,...
    (seem ne is just for negative present form)!
    and na is used also for negative imperative verbs like:
    nakhor:don't eat, naneshin:don't sit, nakhor:don't eat, nagoo: don't say,...
