Difference between 밖이, 밖을 and 밖에/밖에서?

e.g: 밖이 춥으니까 두꺼운 옷을 입으세요
or
밖에 춥으니까 두꺼운 옷을 입으세요

한 소녀가 창 밖을 보고 있었다
or
한 소녀가 창 밖에 보고 있었다

based on what I learned 밖 is supposed to be used with 에 and 에서, but I see 밖이 in some sentences

    밖이 추우니까(ㅇ), 밖에 추우니까(x)
    "밖에" has various meaning.
    e.g. "창문 밖에 ~ = ~ outside window"
    "너 밖에=only you" etc.
    창 밖을 보고 있다(ㅇ), 창 밖에 보고 있다(x)
    "밖에" is used to "밖에 있다 = there is outside"
