    in fact this is two kinds of questions.
    for example, u enter in a market, there are many sellers, they sell different products. When u pass by a seller, he can ask u like this: 你买菜吗? in this case, the seller dont know what u want, maybe u come here to buy a cellphone. He dont know what u want, he just asks u: do u want to buy some vegetable?-----你买菜吗?

    你买不买菜 is another thing. verb + 不 + verb has a little emotion of highlighting the question.
    this phrase can be used like this:
    u want to buy a cellphone but u think it is a little expensive, so u just hold it in ur hand and u hesitate there. and this time the celler is a jerk :D, so u can say: 你买不买( it )呀? "it" is omitted because we all know it means the cellphone. when he says like this, it means: if u buy it, give me the money, if not, give it back to me. plz hurry.
    another case:
    u r buying some vegetables. u just want to buy some potatoes. and the celler wants to introduce his tomatoes. so he can ask u: 你买不买西红柿? he says like this because he wants to introduce the tomatoes, he is highlighting this question. ofc he can also ask: 你买西红柿吗? but if he asks like this, there is NO emotion of highlighing the quesion. u see, this is kind of like "can" and "could" in english.

    maybe u r confused :D
    if so, just forget about that "jerk" example, and remember this:
    你买不买菜 = 你买菜吗
    but 你买不买菜 highlights a little tiny emotion of question.
    and if this is the first phrase that u r saying, just use "你买菜吗" to be more polite. if u say 你买不买菜 immediately, this is a little rude. not rude but u highlight the question, at least this is weird as a first talk.
