I am not a pro in German, but in case noone else answers, I can try to answer... "Gibt es eine Regel, um Anzahl zu zählen? "

Hum...I don' think there is. You only need to add articles when you want to say "the 1st, the 2nd, the 3rd, etc..." - Der/die/das erste, der/das/die zweite, der/das/die dritte.

And a little bit of fixing your phrase:
Heute ich lerne die Zahlen zu zählen. (the verb almost always goes at the end of the sentences. Also when you start the phrase with "Today, Yesterday, Tomorrow" you don't need to use the articles (die, das), etc ).

...von Null bis Zwanzig (I would advise to make this phrase part of a previous sentence) .

Ich denke dass die Aussprache ist schwierig aber auch nett. (Also you can say "Ich finde die Aussprache schwierig aber nett". Germans usually use words "nett" or "süß" when they want to say "nice" "sweet", although "liblich" is also technically correct....)

Hope this helps! And let's hope there will be more comments from native speakers :-)!
