What does "뭐야 읽어놓고?" mean?

I saw this in a drama. The main male character sent a text to the girl and when she didnt reply he sent this "뭐야 읽어놓고?" I was wondering what the exact meaning is and what is its connotation?

Can it be used between friends? Is it okay to use to someone a little older than you? etc.

its exact meaning is "what the.. you read it"
connotation: why didn't you reply me already if you read it

yes it can be used between friends but in an accusatory manner.
can also be used to older person who is quite close to you.

뭐야 읽어놓고? means "Why don't she/he send a text back to me after reading?"
When you use Kakaotalk, which is very useful chat application in Korea, you are able to know whether the other person check your message or not.
So, you can say that "뭐야 읽어놓고?" after '1' disappeared in the chat.

Um.. but you'd not better to use it to people who are older than you or not close to you, because it included meaning of "I can't understand why the person do not answer to me quickly"

Between best friends, you can say them with it :D
