I miss you = tu me manques
I missed you = tu m'as manqué

tu m'as manqué (informal)
vous m'avz manqué (fomal)

i dont know how to say in french but i can say it in turkish
i miss you = seni özledim (informal)
i miss you = sizi özledim (formal )

By the way, you literally are saying "You are missing to me."
