Can you explain this sentence? Thank you:) “Any arbitration expenses, dues and fees are to be borne by the party against whom the award is made." I don't understand its meaning. who need to pay? Thank you:)

I think it means that if, for example, you sue Mr X, and the court awards you damages/compensation, then it's he who has to pay for your legal and other expenses.
