    No they are not the same. Beijing is a city and cannot have feelings.
    In your first sentence you are describing Beijing as being colourless and the sentence is fine as a descriptive sentence.

    'to be like something' means 'to be similar to something'.

    'to like somethng' means 'to be fond of something'.

    So, no, they are not the same.

    To be like = 像
    To like = 喜欢

    So you can't say the second one.
