Why is it "ce matin" and not "cet matin"? "A Paris, 4 degrés ce matin et 9 cet après-midi."

The normal masculine demonstrative pronoun (this/that) in French is 'ce'. 'Cet' is only used when the next word begins with a vowel, for example 'cet après-midi'. 'Matin' begins with a consonant, so you use the regular form : 'ce'
