Actually there's a little mistake in the above post, it should be: Наше правительство не хочет, чтобы люди были счастливы, поэтому оно отключает освещение на улице; по этой причине Тегеран выглядит темным и удручающим городом. "So that" was translated incorrectly, and I also changed "поэтому Тегеран" to "по этой причине" so as not to repeat "поэтому" twice, whilst it was actually correct to use it there.

I personally like the 2nd option. This's an idiom with the same meaning - but the word 'see' used 'explains' turning off the lights and gives it a 2d sense. 'electrical posts' - you mean the posts, streetlights (streetlamps) are mounted on? Either just фонари or фонарные столбы... the latter when you need to be precise in talking about posts (not just lamps). And in technical writings. 'lights on the electrical posts' - streetlights/lamps, eh? Just Фонари! But if your posts primary function is supporting cables, and the lamps are just their _side_function - you may put It the way you've said it. But when they turn off the lights? Are they _always_ turned off?
