How to ask a question?
If I want take the picture or record the video with somebody how can I ask them for it?

You could say:
Excuse me, would you mind if I took your picture/filmed you?

Who has the camera?
If you are taking the photo and have the camera, then Su.Ki.'s phrase is exactly what you need. However, if the other person has the camera and will take a picture (or video) of you, then use "Excuse me, could you please take a photo of me / could you please film me?"
