When you're in the supermarket, you'll buy a carton of juice or milk. You might buy a packet of dry (instant) milk though.
In (American) English, a "packet" tends to refer to a small container, so small you could hold it in your hand. And packets are usually things that hold dry materials, not liquids. There's not really any rule about this though, it's a matter of learned convention.
