1. Yes 2. Because it's not needed. If I were, you I wouldn't worry about these points - if you understand the text, then that's fine. Don't waste your efforts trying to analyse things unnecessarily. It would be better to spend your time concentrating on your own use of English. There are a couple of very basic mistakes in your question that would lose you marks in an exam. This is what you should be focusing on.
