You can't use 'to' with 'arrive'. You need to use the appropriate prepostion of place/fixed location. In the case of a town/country etc the preposition of place is 'in' I arrive in England. I arrive in London. If the usual preposition of location is 'at', then you say 'arrive at'. I arrive at work.

You would only say, I arrived in London, not to London. You could say, Did you go to London? Most people would say Did you visit London?
