First sentence is correct, but second is wrong. I understood it because I'm Ukrainian but not Englishman. I think it would better to say: "How can I?" or "What can I do to be there?".

The second one could be 'How can I do this?' or something like 'Can you tell me what I need to do to sign up for it?'
