Is this expression the same as "Scream / Shout from the house-tops"?

You usually hear it as "shout from the rooftops." If you shout, you are just adding more volume and there is no particular emotion associated with it. Screaming is usually negative. If someone screamed from the rooftops I would think they were very angry or maybe even crazy.

I've never heard 'house-tops'. It's always rooftops.
