What does " explains a wide range of behaviors" mean? Shifting the burden of a problem to other solutions explains a wide range of behaviors where well-intended “solutions” actually make matters worse over the long term. Dealing with the burden of a problem with other solutions not the right solution gives a proper reason behaviors related with other solutions but they make matters worse over the long term. Could I understand the first sentence like this?

Yes. I think you understand, but I will say it another way just in case. Somehow "shifting the burden of a problem to other solutions" can help us understand the reasoning behind many different behaviors. "Wide range" means that there are many different behaviors (and probably different types of behaviors).
