1) yes. they are interchangable 2) is likely to = possible, 3) "so dear to the heart of" = which is important to So the passage could be rewritten: In short, whether or not they completely alienate landowners and those who live in the countryside. Only with good scouting is it possible to preserve the freedoms that are so important to the eternal Boy Scout.
