Find someone who knows English better then you and speak to him. Listen native speaker's speech to improve yours! Write down all the unknown words, repeat them all the time until you feel they are part of your word stock! And of course read English books!

Practicing your speech and doing a lot of listening exercises will help you become fluent. Learning only from a book or memorization isn't going to do that. It will help you know new words and terms but, practicing how to use them is key.
