В смысле "чуть не упал," я бы употреблял предлог over:
- I stumbled over a rock and stubbed my toe.
- You were sitting with your foot in the aisle and I stumbled over it.
В смысле "случайно встретил," я бы употреблял on:
- I stumbled on a great cooking website.
- I was in the library and I stumbled on this great book about Russia.
В этом смысле, если будете говорить "I stumbled over a great book," это не серьезная ошибка.
Но вы привели пример "лестница," и можно сказать:
- I stumbled on the staircase.
Здесь смысль в том, что вы нашлись на лестнице (on the staircase), когда споткнулись--фраза on the staircase на самом деле не относится к глаголу stumble. Здесь over звучит очень странно. Если возмьем еще места, при которых предлог "on" не употребляется, ясно видите в чем дело:
- I stumbled IN the kitchen (where were you when you stumbled? In the kitchen.)
- I stumbled AT the post office (where were you? At the post office.)
Не лестница сама заставила вас споткнуться. Чтобы выяснить, также возможно:
- I stumbled OVER the broken step ON the staircase.
- I stumbled OVER the doll my daughter left ON the staircase.
- I stumbled OVER the pot you dropped on the floor IN the kitchen.
- I stumbled OVER a package AT the post office.
