"Joe doesn't have a car" is correct. Why? Maybe he doesn't have a lot of money. I don't know. "The school (IS, HAS) a long way from Helen's house, so she gets up early." I think you can work this one out. "This is a cat. It's a cat. What's the difference?" If you use this/that, you're "pointing" at it.
