Pair work and group work is a big part of the communicative approach where learners USE the target language to interact with each other e.g. do information gap fills, role plays, etc ... the idea is that a variety of patterns of interaction add interest and appeal to a wider variety of learning preferences. You can have teacher > group interaction, ss > ss interaction and students working on their own. If you're doing the CELTA, for example, if your lesson planning the Examiner will look to see that you have a variety of types of learner interaction, and that you are using them JUDICIOUSLY and with awareness of the goals for each activity type. You might group learners together for a grammar guided discovery activity, where you have learners who are STRONG at grammar and others who are weak -- in this way, your choice of interaction will support those weaker learners and have the teacher speaking LESS and it gives the strong students a chance to speak MORE. That would be an example of well thought out activity planning within a communicative framework.
