How do you say "Plano Diretor" in English?

I'm guessing that it would be 'master plan'. I found this example online: "... ha entregado el diseño de la configuración del aeropuerto (Plano Director), un elemento clave para definir su ordenación." Here it clearly refers to a MASTER PLAN.

I searched the web and Google Translate and it seems to mean "Master plan" Master Plan Definition: a general plan for achieving an objective
