the meaning BEGINNING WITH the pre-Socratic philosophers, thinkers focused on the components and elements they perceived in the universe. To these individuals, the universe consisted of people: nature; the Earth, sun, and moon: and empty space. What does it mean " the universe consisted of people" here?

It's the punctuation which confuses things here. There shouldn't be a colon ':' after people. The text is saying that these individuals believes that the universe consisted of a number different of things, including people, nature, the earth and so on.

Have you changed the punctuation? The punctuation is impossible as it stands. Probably it should read: "To these individuals, the universe consisted of people, nature, the Earth, sun, and moon, and empty space.", then 'people' would be the first item in a list of things the universe consists of.
