tell me about that does it mean that you agree with it? and there are also some similar phrases: A: He is stingy! B: Tell me about that. or B: You can say that again. Can I use them this way? without adding anything? Thank you!

Yes, you could use either A or B to answer meaning that you agree with the statement, but it is "Tell me about it", not "that".
