Yes, 'don't leave me hanging' can mean that. People use the expression when giving high fives if the other person does not participate.

If you raise your hand expecting someone to give you a "high five" but they don't, then they are "leaving you hanging." If they leave you hanging, then you just look silly holding your hand up. :)
