20° latitude: Assume we know from context that we are referring to the northern hemisphere
"Twenty degrees latitude" or "latitude twenty degrees" or "twenty degrees north."
116°33'E:
"One hundred sixteen degrees, thirty-three minutes east longitude" or
"Longitude one hundred sixteen degrees, thirty-three minutes east."
U.S. usage. Don't know if British is the same.
I'm not completely sure whether it is still customary to use degrees, minutes, and seconds, or whether that's been superseded by decimal degrees.
