I see... In Argentina we would say 'Qué cara dura...', and in Spain: 'Que morro...'. Both refer to the face, one is kind of, sucha hard face, and the other is little bit hard to translate, but same concept. Probably it comes to the fact of no showing any shame on the face.

Still, it is friendly as long as you are close to the person, and he or her is a real friend of you. Otherwise it could be offensive or quite unkind, and it's absolutely informal to talk like this.

In Mexico we would say something different, I guess it depends what kind of Spanish do you need to speak.
We say: "Que grosero" which it's more like: That's Rude.
Because of cultural differences we wouldn't use the equivalent of "Cheeky" on  this situation because it could be something out of place.
By the way the translation for this is:
"Eres Impertinente" Or "Eres un Descarado"
The last one you can use with the man if is your friend and is close to you, so he will laugh if you commentary.
Otherwise he might get offended.
