'No, please' is very rare. I agree with Tai that the only time you might use it is as a short form of 'No, please don't do that.', or as two separate ideas 'No' and 'please'. For example, after a restaurant meal, two people might say: I'll pay for this. But you paid last time. It's my turn. No, please, let me pay.

The only time I could think of this being used is a bad situation. If someone was to try and hurt you, steal from you. 'No (stop), please'. In other situations such as : would you like a drink? You would answer 'no, thank you'.
